“The Friendly Exchanges and Cooperation” Between Tianjin Economic-Technological Development Area, China And New York State Small Business Development Center  Central Administration, USA

In line with the principles of the Joint Communiqué on the Establishment of Diplomatic Relations Between the United States of America and the People’s Republic of China, to reinforce friendship and cooperation for mutual benefits and common development, give full play to their advantages, and highlight their comprehensive strength, the Tianjin Economic-Technological Development Area Administrative Commission (hereinafter abbreviated to TEDA AC), PRC and the Central Administration of New York State Small Business Development Center (hereinafter abbreviated to NYS SBDC), USA, through friendly consultation, would like to sign the Memorandum of Understanding on the Establishment of the Relations for Friendly Exchanges and Cooperation between the TEDA AC and the NYS SBDC.

As the largest business service provider for small and medium enterprises in the US, the NYS SBDC, through 24 regional centers, offers all-around services to existing and start-up enterprises in New York State, which involved such business services as various information inquiries, business development plans, financing services, international trade and projects, services for small and medium start-up enterprises, market expansion and marketing, etc. The NYS SBDC has kept close and regular contact and business relations with enterprises in New York State and made full use of its abundant resources and channels to render timely assistance to enterprises. The counseling and suggestion given by the NYS SBDC has become important information for the decision-making of many small and medium enterprises of New York State.

Since its foundation in 1984, TEDA has developed into one of the best modern industrial zones in China. And TEDA has ranked first for 11 consecutive years in the appraisal of comprehensive investment environment among all China’s state-level development zones. The Tianjin Binhai New Area where TEDA is located has been included into China’s national development strategy and has become another economic engine for regional development after Shenzhen Special Economic Zone and Shanghai Pudong New Area, creating outstanding investment environment and historic development opportunities for foreign-invested enterprises.

Thanks to the recommendation and assistance of the NYS SBDC over the years, many enterprises of New York State represented by Gorbel Inc, Rittling Thermal Co, Lapp Inc, etc. have invested and operated in TEDA one after another, creating mutual benefits and win-win situations. With an aim to further consolidate the mutually beneficial, cooperative and friendly relations, on the basis of equality and mutual benefits, both sides would continue to execute the following tasks:

1. Both sides shall actively promote and encourage the exchanges and cooperation in economy and trade, investment absorption, science and technology, reciprocal visits, etc. On the basis of equality, priority shall be given to recommending TEDA as the first choice for investment destination in China. At the same time, the TEDA AC shall actively provide relevant information to the NYS SBDC and offer special incentives and conditions to enterprises recommended by the NYS SBDC.
2. Both bides shall promote each other, support the exchanges on the above-mentioned aspects and facilitate these exchanges and reciprocal visits.
3. Both sides shall regularly exchange information on each other’s development so as to enhance their cooperation as well as understanding on their cooperation focuses.
4. Both sides shall make full use of their respective advantages and social networks, facilitate enterprises from both sides to make investment, work together, and develop partnerships, strengthen all-around communication, and organize events which are beneficial to enterprises on both sides.
5. Both sides shall introduce enterprises which might invest overseas so as to advance investment from both sides.
6. As an organization which represents the business expansion of TEDA in North America, the representative office of TEDA in the US shall be responsible for keeping regular contact with the NYS SBDC as well as promoting and assisting the exchanges and cooperation between enterprises and governments on both sides.
